Councillor's recommendation letter

To Whom It May Concern,

This letter is to confirm that Mr. CHANG King Leung worked as the Chief Officer of our office from 25 Jan 2016 to 6 Oct 2020, reporting directly to me, encompassing two consecutive terms of incumbency. His main duties included the oversight of the administration of the office, handling cases and complaints lodged by the community and executing related follow-up tasks, conducting legal and policy research, liaising with community members, governmental departments, and sundry external parties, etc.

During his service he successfully contributed to maintaining a smooth and orderly operation of the workplace. Moreover, he displayed good competence and dedication in conducting in-depth legal and policy research, conducive for the preparation of speeches to be tabled on Council or sundry official meetings and/or the provision of proper feedback to enquiries or complaints of residents. As to the handling of cases, Mr. CHANG had been constructive in devising suitable action plans and prioritizing tasks, and in the execution which in a professional manner. His ideas and perspectives had often been fresh, unique, and useful. In addition, he was able to train newcomers and interns, helping them to blend into our work well. In general, he maintained a good level of professionalism while discharging his duties of liaising with external parties.

In short, Mr. CHANG's service had been helpful for us. I have all the good wishes for his future success.
